Civic associations are legal entities whose formation and activities are governed by the Act on the Association of Citizens.

The financial management of an association is set out in the articles it adopts. These articles are the fundamental, authoritative document of every civic association, including with regard to its accounting and overall finances.

Civic associations may accept donations to support their activities. Unless the articles provide otherwise, an association may use the donations and contributions it receives to settle all of its liabilities. For the purposes of Act No. 595/2003 Coll. on Income Tax, as amended, a donation received by a civic association is not subject to tax.

For the purposes of the Accounting Act, civic associations are treated as accounting entities and must therefore keep either single-entry or double-entry accounts. Consequently, all the obligations that the Accounting Act imposes on accounting entities in general apply to civic associations accordingly.

A civic association is not required to file an income tax return if its only income is income not subject to tax (such as donations), income taxed by withholding, and tax-exempt income (membership fees under its articles).
